"I am building an application on behalf of my employer that is to be rolled out across all divisions"
This is a non-commercial application designed for use within your organization and therefore falls under the standard license. You would need to purchase a single license for each member of the development team. No runtime licenses are required for your end-users.
"I am a consultant building bespoke applications that fit your description of 'non-commercal applications' on behalf of my client"
If you pass on the source code for the application to the client so that they can maintain the resulting application they will require a minimum of 1 developer license. In this instance you may utilize the clients license whilst the application is being built.
If you retain the source code and claim intellectual property rights over the application you will need to contact iT-Workplace about OEM licensing.
"We are an ISV that sells a packaged application to organisations in our market sector"
